H.P is still not overly populated overall but population density in cities like Shimla is putting lot of pressure on environment as well.

There have been exactly 0 flash floods caused by failure of water storage systems. 

Anyone who thinks current activities in Himachal can have any meaningful impact on the overall climate is plain wrong. The state barely scratches the surface of what industrialization is and is barely a blip in the Himalayan ecosystem.

These are minor causes, major is global warming, average rise in earth temperature YoY. More population therefore more activities. Concentration of carbon and methane in earth atmosphere.

Until countries come in agreement and took steps to control this phenomenon it would create more havoc.

 Even in the US and China hundreds of people died in recent floods.
Seraj witnessed 15-17 cloud bursts and there is no problem of overpopulation, deforestation is also low there , industrialization is almost 0. It happened because of the rise in temperature. Monsoon clouds got trapped in the region and temperature rise led to these historic cloud bursts.

Heavy rain and cloudbursts have been part of life in the mountains. However, their impact is getting worse. Groundwater is drying up (baodis) but surface runoff is increasing 

1. JCBs: Ever since the arrival of JCBs the construction of roads and the cutting of steep hillsides has become rampant. Roads cause greater surface flow of water rather than allowing it to percolate. The cutting of steep hillsides destabilizes the hill.

2. Dumping: Since we allow JCBs without a proper dumping policy, nalas are filled with debris. Fast flowing water always carries large debris and this is worsening the effect of the water flow.

3. Rooftop runoff. Rampant building and concretization is increasing the surface flow of water. Earlier water would drop on all sides of a roof and have time to percolate, now it is all discharged in one direction.

4. Forest fires: In pine forests severe fires have led to poor grass cover. This is making such areas more prone to sliding.

Uncontrolled use of pesticides also change the way cloud seed. Now cloud seeding isn't forming isn't normal... but it happens in form of bulky clouds that can cloud bursts.

Another important factor is population. In earlier times, fewer people lived in the Himalayan regions, so even when disasters happened, the number of casualties was lower. Today, with growing populations and more settlements in fragile areas, the human cost of these disasters has increased significantly. More people means more infrastructure, more risk, and sadly, more lives affected when nature strikes.

It is apathy across the country when forests are being sold for mining, where shoreline is being destroyed, where water bodies are being cemented over and rivers diverted, all to feed a political class that clearly does not care for public good, just their own pockets.

One more factor is Unplanned Apple farming : Slopes are fragile , you add a shit tons of fruit load on it, add water to it and add to it Himalayan Geology where large parts of  Himachal are made up of Shale  and Mud stone , these rocks are prone to slide  and voila you have a perfect storm in the cup. To add icing on the cake, we have global warming meaning water vapour with higher water carrying capacity resulting in flash floods.And to help it further we have unplanned and planned development resulting in hills having higher slope  higher the slope ,higher the probability of mountains coming crashing down.

Responsibility is totally human, human induced climate change is causing severe rainfall events and bad designs and construction near river beds or streams is making things worse.
Highways break every monsoon and steep cuts beyond 70 degrees are absolutely not sustainable and will always fall, but that’s exactly what each ‘4 lane’ is, in the name of development we are getting risky roads.

Main culprits are the politicsl parties , cause they are the one who oversee the planning and allocate the budget .

Their decisions lead to illegal construction , they are lax in enforcing the law and sometimes the guidelines are not even there . 

Once the political parties get in line and stop the petty politics where they tear down the development of their rivals ( recent shifting of the college ) and collectively work towards some goals then we can see some development .

I am in Himachal Pradesh where there is a flood. I saw a video in which a girl is saved but her entire family is destroyed. I became very emotional after watching it. May God send that girl to good parents so that she can be brought up well.This flood has taken away the lives of many and destroyed many homes.May God continue to shower his blessings on everyone.
